Being proactive and not litter myself, and set examples for those who live in that neighborhood.

Also, if littering is an issue with a neighbor (you know, trash on their yards, etc.), you can actually contact the city to have this person cited.

If it's a more broad range, like your WHOLE neighborhood, I would suggest going to a city hall meeting and addressing the issue, and hearing your local reps solution to the problem. It's not a one-time thing to have the issue resolved, you may have to go many times, but it's a great way to know your neighbors who have same concerns.. and remember that active constituents who voice their needs are the ones these politicians are out to grab votes from.. not the silent one who sits at home and complains.
