The body is odd when it comes to sleep, younger children only need 6-8 hours usually, teenagers need the most because of so many changes, as many as 10 hours, and adults work optimally around 7 hours, though that differs from person to person. Let the child tell you how much sleep they need themselves by timing how much they sleep with no dictation from you - take one weekend where you don't shoo them to bed or drag them out of it and see how many hours they can go down for. Then simply subtract those hours from the time they need to be up and moving, and set a time for bed.
Because the kid is eleven, they'res going to start going through puberty soon, and you'll have no problems getting them to sleep. The problems start being WHEN they sleep :) Usually teens don't go to bed early so they can be up on time; they perfer to stay up as late as they can, drag themselves out of bed late with as much fuss as possible, barely live through the day and come home and take a nap when they're suppose to be doing chores or homework.

In addition, the March 2010 issue of Science News magazine reported that it's the quality of sleep that matters rather than the quantity at this age (and in fact, into a person's 20s). In other words, an 11-year-old requires ten uninterrupted hours of sleep for his brain to work at its optimum the following day, particularly at school.
