nobody actually knows but if you would rather me tell you yes or no the answer is yes. so basically davros was a cycolps but first he was human and wanted to lead the daleks to victory by killing the doctor. but davros fought many battles with other galaxies and lost both eyes and got something like a weird type of brain damage. therefore, the daleks gave davros a dalek eye so that davros could see what they saw. also davros was given a fake metal hand because he lost his other hand, and then the daleks gave him a wheelchair made out of the oldest dalek. so, davros basically is a cyclops....
davros died when the 10th doctor (David Tennant) defeated the daleks and their lair caught fire, the doctor wanted davros to come with him but he refused so consequently he died.

The only Daleks we know so far who can use them were the cult of skaro, who where created by the emperor, not Davros. But, Davros created the emperor. The Daleks were created by the scientist Davros on the planet Skaro in the TV show Doctor Who. They were originally the mutated survivors of a nuclear war, which Davros then encased in armored shells to become the Daleks.
Davros' first appearance was in the Genesis of the Daleks, where The Doctor (not Dr. Who as neophytes mistakenly refer to him as) was sent by The Time Lords to stop the Dalek's creation. Davros is never officially identified as a Kaled himself, but it is implied as the planet had no other extra terrestrials. However, Davros' twisted appearance raises an interesting question as he resembles no other creature on the planet, however I suspect that his outer grotesque-ness was merely meant to imply his deformed soul. But this is far from being certain.

No davros was their creator,after the daleks were given self will they saw davros as an enermy,as he wasn't dalek enough they desided to exsterminate him,but they only damaged him and he went into a sort of hybernation to repair tissue damage.But after years went by the daleks came into trouble and used davros to help them on more than once.
