I'm not sure, but I think I've read in a report some time ago that psychological experiments show that liberty is more important to most people than justice. Then again, of course, I'm a libertarian, and in Libertarianism, freedom to choose is by definition the highest good. However, I believe this question remains for each of us to decide on our own, and I guess the decision you come to will finally determine your political views.
