It is more correctly said as "bumble clot" to my understanding of it, though I have never seen it written out. It may also be used elsewhere, but I first heard it when I lived in Jamaica. There it is used as an extremely rude slang term used to compare the intended recipient of the slur to be as low as the equivalent of a blood clot from women's "time of the month". It is used when a person has done something perceived of as exceptionally stupid and lacking any common sense that has caused some kind of problem for the person doing the insulting.
