Armed citizenry may be a militia.
The militia theory posits that a well-regulated militia composed of the citizenry is essential for the security of a free state. It emphasizes the role of ordinary citizens in armed defense against tyranny and external threats, suggesting that an armed populace acts as a safeguard for democracy. This theory underpins the Second Amendment of the U.S. Constitution, which recognizes the right to bear arms in the context of maintaining such a militia. Critics argue that this interpretation can lead to the proliferation of firearms and challenges in regulating gun ownership.

The leader of a country's armed forces is typically called the "Commander-in-Chief." This title usually refers to the head of state or government who holds supreme command over the military. In many countries, this role is often vested in the president or prime minister, depending on the system of government. Additionally, there may be military chiefs, such as a Chief of Staff, who oversee specific branches of the armed forces.
"Waffen-Hauptsturmführer" translates to "Weapons Chief Storm Leader" in English. It is a rank in the Waffen-SS, the armed wing of the SS (Schutzstaffel) during Nazi Germany. The title "Hauptsturmführer" is equivalent to a captain in other military organizations, while "Waffen" refers to its armed forces component.

In the USA it protects a citizenry
The US constitution does not say that there can be no laws about guns, but it does say that Americans have the right to bear arms because a militia is a necessary part of national defense (which is to say, if America were to be invaded, the invaders would have to face not just the US armed forces, but an armed citizenry as well). In the end, it is the Supreme Court which will rule on what is or is not constitutional. If this law violates the right to bear arms given in the 2nd Amendment, the law is unconstitutional.
