No. Only secession required action on the part of state's legislators. Unless articles of secession were voted by a particular state, that state would automatically remain part of the Union. And only in the southern states was there sufficient popular sentiment, economic motivation, and legislative willingness to actually secede from the U.S.

Secession was not a new concept in the United States. Whig Party members in New England, as an example spoke about secession as they were strongly opposed to the Mexican War. After the assault on Fort Sumter on April 12, 1861 and US President Lincoln's call for 75,000 volunteers to quell the rebellion, 4 other states decided to secede. Secessionists pointed out that there was nothing in the US Constitution that prohibited it. As an aside, the Confederate constitution did prohibit secession.
