The Buna camp (Monowitz, Auschwitz III) made various plastics for I.-G. Farben. It was the first concentration camp built by private entreprise.
I think the first concentration camp was established in Germany, if was used first to hold Germans who disobeyed the Nazi laws, or who said the wrong thing, so it was first used to retrain the Germans, that was before WW2, then they got a new purpose afterwards, as killing chambers.
The first inmates of Nazi concentration camps were Communists, Social Democrats and various political dissidents. (The first inmates of the first concentration camp was women and children of the Boer nation in South Africa - 1898) (There were also Spanish concentration camps in Cuba in the mid 1895s).

It was in the mid-nineteenth century brought that he found out some appalling conditions for the working class. Despite their poverty, many of the working class were driven to drink. This horrified cook .At seventeen Thomas joined the local Temperance Society and over the next few years spent his spare-time campaigning against the consumption of alcohol. Meetings were held throughout the country and it was this and the advert of the railroad that prompted him to charter a train to take temperance supporters from Leicester to Loughborough for a meeting on the 5th of July 1841. Cook charge one shilling and this included the cost of the rail ticket and the food on the journey. The venture was a great success and Cook decided to start his own business running rail excursions. The enormous response promoted him to arrange an increasing number and range of excursions to destinations in the British Isles, including seaside resorts, to give people a temporary escape from the drudgery of their daily lives. In 1885, his first group ventured abroad to visit Belgium, Germany and France, with all arrangements made by him. These holidays grew popular.

The first Butlins holiday camp, opened in 1936 in Skegness, closed temporarily during World War II as it was repurposed for military use. After the war, it reopened but faced increasing competition from other holiday options and changing leisure trends. Ultimately, it struggled to adapt to the evolving market, leading to its closure in 1998.
