Nothing could have prevented the violence, as long as only one state was voting at a time. This was a magnet for terrorists. The only way would have been to organise a simultaneous vote in all the Western territories at once. dick
Republicans gained control of Congress in 1866. Radical Republicans had the support of many Northerners who believed stricter measures should be taken against the former Confederate states. After the vicious violence in New Orleans that had killed dozens of Freedman, they supported the Radical Republicans and the Fourteenth Amendment.

Senator Stephen Douglas of Illinois wanted to encourage people to live in the west territories that were created by the Kansas-Nebraska act. In these territories popular sovereignty was used to determine the issue of slavery. Settlers that came to the new territories would be allowed to vote if slavery would be allowed. Both territories were North of latitude 36.30, and according to the Missouri compromise, slavery was banned in the territories north of this line. the Kansas-Nebraska act would cancel the Missouri compromise. This caused some of the Northerners to feel betrayed by Douglas.
Congress used the Ku Klux Klan Acts to indict hundreds of Klansmen throughout the South. After 1872, on account of the federal government's readiness to use legal action, there was a decline in violence against Republicans and African Americans. The hatred may have been contained, but it was far from extinguished. Smoldering beneath the surface, it would flare up in the coming decades.

It's a matter of opinion, but I think not. Unlike other states, residents of Kansas were fairly evenly divided on the issue of slavery and determined to fight it out.
No, it would only have been postponed, and perhaps would have started the whole Civil War business early as all the States in favour of slavery would have witnessed an upheaval.
