The Russians put missiles in Cuba and the United States demanded that they be removed. Russia refused so JFK put a naval boycott around the island not allowing anything into Cuba. We thought there would be a nuclear war, but it was finally settled and Russia pulled the missiles. Yet, Russia does still use Cuba as a port for their ships.

A) Because the US kept attacking Cuba without provocation (including civilian areas and buildings, like a supermarket in Havana) to the point where 100 civilians died and a further 300 were severyly injured in an explosion of a Belgian cargo ship. B) Because the US put nuclear missiles in Turkey and pointed them at Russia (more or less about the equivalent distance from Cuba to the US). So the Soviets figured "Oh, it's okay to do that, then? Fine. Here Cuba, have some missiles."
