The United States devoted ten percent of its resources to the pacific theater and 90 percent to the European theater. This was done in accordance with the Europe first plan which agreed to focus on defeating Germany which was thought to be the more dangerous of the two (Japan, Germany).

Because those 1st world countries aren't paying the 3rd world countries for the resources. They are simply going in and taking them and making a profit. Also a lot of times there aren't actual governments in these 3rd world countries to pay for the resources. And in the case of Afghanistan we are trading grains and food for the oil we get from there and most of the time it is private companies who own these not the government, so only the rich get richer.
