Even if the President had wanted to declare war, Congress wouldn't have supported a declaration of war in support of a remote and not very well known country in Eastern Europe. Britain's action looks uncomfortbly like the politics of gesture and 'grandstanding'. In fact, when the treaty with Poland was debated in Parliament several MPs said that in view of the inaccessibility of Poland, the treaty didn't make sense. France could in principle have attacked Germany from the west, but chose to wait to be attacked.
