I'm not sure that 'choice' is really the right word. Even if the President had wanted to declare war, Congress wouldn't have supported a declaration of war in support of a remote and not very well known country in Eastern Europe. There were no substantial American interests at stake. Moreover, in some ways the action of Britain was irrational. It was unable to do anything practical to help Poland and didn't try to do so. Britain's action looks uncomfortbly like the politics of gesture and 'grandstanding'. In fact, when the treaty with Poland was debated in Parliament several MPs said that in view of the inaccessibility of Poland, the treaty didn't make sense. France could in principle have attacked Germany from the west, but chose to wait to be attacked. Before anyone becomes indignant, it's worth bearing in mind that in 1944-45 the Allies were unable to prevent the Stalinst takeover of Poland. Joncey

The US was attacked before declaring war in WW2, by the Japanese at Pearl Harbor. Does it make it right what Hitler was doing in Europe because the US declared war on them rather than vice versa ? Of course not.
