On September 8th 1943, Italy rose against Mussolini and formed the "Kingdom Of Italy" however, 14 days later on September 22nd, Mussolini and his followers formed the RSI or Italian Social Republic in order to continue their fight. When Mussolini was killed on April 25th 1945 the Italian Social Republic surrendered on April 29th. Three days later Berlin was captured and Germany fell. So in truth while Italy did surrender first they in reality didn't surrender in 1943 but in fact 1945.
