During the Napoleonic Wars ongoing in Europe from the 1790s into 1815, a variety of important events were taking place in America. The famous explorations of Lewis and Clark in pursuit of the Northwest Passage occurred soon after the also-famous purchase of Louisiana Territory in 1803. Yet another event of significance was the War of 1812 -- a war with Great Britain that in fact lasted into the early months of 1815.

While Britain was the first country in which industrialization occurred it is not part of continental Europe. It is debated as to who in continental Europe took part in the Industrial Revolution next, but the leading answer would likely be Germany; an economic powerhouse for quite some time.
In England and continental Europe, industrialization caused the cities to burgeon and quickly affected most of the country. Due to the use of water based power in the United States during the industrial revolution, industrialization was used primarily in the northeastern and New England states. It was not until after the civil war that industrialization began in the south.
Essentially, an attempt to starve Great Britain by refusing it any trade with the rest of Europe; this was a Napoleonic rather than a revolutionary system, and it proved unworkable.
Because of the radical ideals of the Napoleonic period, the extension of the revolution to the rest of Europe was easily done. It started with the lower countries. It offered new ideas and new promises at a time when the royalty was losing power.

The Industrial Revolution then centered on the United States and Germany.
Belgium did not lead Europe in adopting industrialization. Industrialization started in Great Britain and did not spread to Europe for about 100 years. The first industrialized countries were France, Germany, and Belgium. However, due to Belgium's size, it wasn't exactly a leader in industrialization.
