Keep your left hand on the flat and once the flag is turned grasp it with the left hand and lower the flag until it is parrallel to the ground. At this point the person receiving the flag will take it, left hand on top and right hand on the bottom (flared), and slowly bring it to their chest placing left middle finger back over the right like stated above. The passer of the flag will render a 3 second salute.
