It had purchased supplies to provision the landing forces that brought about the Army Beef Scandal, it had no shipping and couldn't move the vast but essential material from Tampa to Guantanamo. Some Units were issued weapons they had never trained with and without ammunition that was compatible. Rifles were delivered without a compatible bayonet, thousands of rounds of artillery training rounds were delivered to the pier that fit nothing they were taking. Tons of hay and grain were delivered 10 days after 90% of the horses had been sold as government surplus because they were starving. Units assembled on a pier to embark and were told, no horses, no flammables and only half of the troops could board, It was a mess.
