Their most modern cruiser Cristobal Colon, had not even had its main battery installed. It did have three of the finest destroyers afloat, the Furor, Pluton and Terror which all had torpedo launching ability.

The US Army (sometimes the Navy & Air Force & Marines too) always says it's not ready to fight a war; makes it an easier excuse if we lose! They said they weren't ready in the Revolutionary War (1776); War of 1812; Mexican War (1846); US War of the Rebellion (US Civil War 1861); Indian Wars (1622-1890); Spanish-American War of 1898; WWI (1917); WWII (1941); Korea (1950); Vietnam (1955-1975).

Granted the US Army didn't exist in 1622, but Americans did.

Prepared enough to conduct a "quick win" (war only lasted 6 months & was labeled the "Splendid Little War"). The measure of one's greatness is based upon the greatness of one's foe. Spain was not a great foe.

It was ill equipped, with a stockpile of shoulder arms in a multitude or calibers and most or them using Black Powder. It had purchased supplies to provision the landing forces that brought about the Army Beef Scandal, it had no shipping and couldn't move the vast but essential material from Tampa to Guantanamo. Some Units were issued weapons they had never trained with and without ammunition that was compatible. Rifles were delivered without a compatible bayonet, thousands of rounds of artillery training rounds were delivered to the pier that fit nothing they were taking. Tons of hay and grain were delivered 10 days after 90% of the horses had been sold as government surplus because they were starving. Units assembled on a pier to embark and were told, no horses, no flammables and only half of the troops could board, It was a mess.
