It depends. If your country is under attack and waging war with an enemy it is NOT fair to expect everyone else to defend your country when you refuse to help and you are totally able to help.
It your country goes to war against a nation you feel they really have nothing to do with, even in their alliance with the United Nations, then it is NOT Fair to be conscripted or drafted into the military to fight. World War 1 was an example of that.
If you are a religious person it is not fair though some religious persons join to work in the medical corps.
The main thing is that they need volunteers. If you have a war as big as World War 2 it is too hard to get enough volunteers who are able to fight or do other jobs. The United States only conducts a draft when it is absolutely necessary.
Drafts are costly but they are effective in a world wide war.
