Bush administration, steel would be easily imported and the nation would become dependent on these imports. By imposing a tariff, defense contractors as example, would already have established steel contracts from domestic producers. Hence, no problems regarding having enough steel.

It was soon after the Iran hostage crisis and the crash of the U.S. helicopter that tried to rescue them ordered by then President Jimmy Carter. Reagan won on a platform of national security and having a strong military (especially because of the cold war with the Soviet build-up). He played on the nations feeling of weakness after the failed rescue attempt. He gave the people what they wanted to hear. That we would become the strongest nation in the world and be respected worldwide after that embarrassing failure.
