That is a tuff question to answer now. Back in 1940 it was not so easy, the US population was anti-war. I beleive that the President would have went to war but public opinion prevented him from acting. The anti-war movement back then would rival the anti-war movement during the Vietnam War. What is hard to imagine is if Japan did not bomb Pearl Harbor how many more millions would have been murdered by the Nazi's as the American anti-war folks stood by with their hands in their pockets doing nothing. It could be argued that Japan's attack probably saved millions of lives in the end.
