1. Most of the northern states had elected Republican officials, which weren't to radical for the time. 2. Am I doing your homework?
Gay
It was called "Reconstruction." There were continuing disputes between northern Republicans, and the efforts by Southerners to maintain control over the freed slaves led to "Radical Reconstruction" in which the Southern states were placed under military governorships.
Republicans gained control of Congress in 1866. Radical Republicans had the support of many Northerners who believed stricter measures should be taken against the former Confederate states. After the vicious violence in New Orleans that had killed dozens of Freedman, they supported the Radical Republicans and the Fourteenth Amendment.
The Radical Republicans put the South under the control of the US Army to enforce the new laws. The civilian state governments that were partial to President Johnson, Democrats, and former Confederates were removed.
all southern african american men could vote.
Johnson, like Lincoln, held that the southern states had never legally left the Union, and he retained most of Lincoln's 10 percent plan. Johnson's plan went further than Lincoln's and excluded those Confederates who owned taxable property in excess of $20,000 from the pardon. These wealthy Southerners were the ones Johnson believed led the South into secession. However, these Confederates were allowed to petition him for personal pardons. Before the year was over, Johnson, who seemed to savor power over the aristocrats who begged for his favor, had issued some 13,000 such pardons. These pardons allowed many of the planter aristocrats the power to exercise control over Reconstruction of their states. Johnson also called for special state conventions to repeal the ordinances of secession, abolish slavery, repudiate all debts incurred to aid the Confederacy, and ratify the Thirteenth Amendment.

Radical Republicans expanded their Congressional majority in the elections of 1866.
Radical Reconstruction was the imposition of military government in the South after the Civil War, in order to punish the former Confederate states and enforce the abolishment of slavery. Abraham Lincoln disagreed with the plans of the Radical Republicans in Congress, who instituted the military control of the South after his assassination,
Democrats The first answer stated above is wrong about the 1866 elections. In that year the moderate Republicans lost ground to the Radical Republicans who effectively gained control of the US Congress.
The Radical Republicans put the South under the control of the US Army to enforce the new laws. The civilian state governments that were partial to President Johnson, Democrats, and former Confederates were removed.
Following the US Civil War, the radical wing of the Republican Party retained the control over the US Congress they had when the war began. After the war, the Democrats and moderate Republicans were not united in any meaningful fashion. This left the radicals to put forth their own agenda concerning Reconstruction Era policies in the South.
Members of the Congress called Radical Republicans vowed to take control of Reconstruction. Republicans were able to take control of Reconstruction because they had a solid majority - southern Democrats couldn't vote and northern Democrats had lost credibility (they were considered to be pro-Confederacy or, at least, in favor of settling the war vs. winning it). They did so out of profound philosophical differences with President Andrew Johnson over treatment of the former Confederate states and the newly-freed slaves.
The Republicans gain control of Southern state governments during reconstruction by federal forces. This happen from the railroad schemes in the South.
