As stated in the First Amendment the power of Congress is prohibited from creating a law which recognizes an official establishment of religion. Congress is prohibited to powers of the states as mentioned in the 14th Amendment.

Congress can't pass a law to make something done in the past punishable (ex post facto).

Congress can't pass a law calling for the execution or other severe punishment of one person (bill of attainder).

Congress can't pass a law suspending the rules for trial by jury or rules requiring evidence and formal charges in criminal cases (habeas corpus).

Congress can't tax the exports of any state and they can't allow any state to tax commerce between the states.

Congress can't take money out of the treasury without accounting properly for it.

Congress cannot allow any American to hold a title of nobility.

You have been waiting for an answer on this for a while. I decided I would try to answer you. I researched where I could and near as I understand the L85 directive in World War 2 in the United States was a directive that said people had to ration their clothing and cloth purchases because the US needed the fabric from the mills for making uniforms, packs, etc. Nylons were donated to make coverings for powder magazines for the big guns and other things. There was also a leather and rubber ration put into place with that directive so the service men could have boots and other leather products. I found an article in encyclopedia com but it was only half an article.
