There were several ways in which the Lincoln Administration limited civil liberties during the War of the Rebellion. Firstly Habeas Corpus was suspended, meaning that persons deemed unloyal to the Union could be arrested and jailed without showing due cause or charges (habeas Corpus). Secondly civil law was suspended in those areas of the South under Union Control and placed under martial law. Censorship was imposed on several newspapers and journalists, although in practice this proved to be difficult to enforce. Restrictions on commerce were enacted and enforced. These are just a few of the ways civil liberties were circumvented during the Civil War.

During World War I, two Congressional laws, the Espionage Law (1917) and the Sedition Act (1918), took away the basic Constitutional right of free speech. Passed in an effort to suppress dissent, the laws made it illegal to criticize certain government actions.
