because all states need the military to protect and fight for their country. If you didn't have a military any other country can just come to yours and attack everyone. you would not have anyone to protect you, it would be any man for himself.
there weren't really any rules. Soldiers fought for there country. Army's of Men, Tanks, and Other Weaponry, will just attack for a reason. They would kill to occupy or save.
