This week, I interviewed a WW2 Veteran who was a Tech-5. He was assigned to a medical detachment in an infantry division. He was an ambulance driver who had a Medical Technician and a Surgical Technician training.
Technician Fourth Grade was one of three technician ranks established on January 8, 1942 during World War II. Those who held this rank were often addressed as Sergeant, as they shared the same pay grade. Technicians possessed specialized skills which were rewarded with a higher pay grade. These skills could be directly related to combat, such as a tank driver or combat engineer, or be a support function such as a cook or mechanic. Depending on their function, they might be called upon by an officer to command a group of men in doing a specific task, they were non-commissioned officers as were sergeants.

Tech 5 is a rank. A technical rank indicated some special training that varied depending on unit and rank, i.e. Tech 5, Tech 4, etc.
They were specialists in their field, who received an NCOs pay, but did not have an NCO's authority, save for matters pertaining directly to their occupational specialty.
