Britain increasingly saw the USA as an economic rival, and was pleased that it appeared to be splitting in two. France wanted influence in Mexico, and it would suit them if there was a new nation between Mexico and the USA that was pro-French.

Lincoln took this threat so seriously that he changed the direction of the war on account of it. By issuing the Emancipation Proclamation, turning the war officially into a crusade against slavery, he made it poliically impossible for those two powerful nations, which had abolished slavery many years earlier, to intervene against the liberators of the slaves.
