There are several definitions of what a "total war" consists of. The basic definition is that a total war is one which is fought for an unlimited political goal. This could the goal of overthrowing a nation's government or bending the opposing nation to the other's will. The scale of the war to accomplish this is a secondary, but important additive one. WW 2 was a total war. In Europe the goal was to overthrow the German government.

the government controls the market, the communication/media, the economy in order to maintain civilian morale and also to ensure that the population sees the enemy as one that must be defeated at all costs. the weapons are far more used and new ones are developed . the enemy targets the civilians and the infrastructures as well as the soldiers at the front, in the quest for "total victory" over the enemy's political, social and military structures.
