I believe that the previous answer 'Starlin, defo' is wrong (I'll add that it is spelt Stalin, not Starlin) and that the correct answer is in fact Mao Tse-tung (Zedong), who, and I quote "...for decades held absolute power over the lives of one-quarter of the world's population, was responsible for well over 70 million deaths in peacetime, more than any other twentieth century leader" - From the book Mao: The Unknown Story by J. Chang and J. Halliday.

According to the authors of the 2005 biography, Mao Zedong was aiming to have half of China's population killed so that he could gain military-nuclear superpower.

Another source states that the "the exact figure...has be estimated....between 40 and 70 million" - Sinologist (Sinology is the study of Chinese language, history, customs and politics) Stuart Schram.

Compared to Stalin's death toll of around 30 million (some state it's 10-20, others say it's almost 50 million), Mao Zedong's horrific genocide far surpasses it.
