There have only been a few instances in which an entire country has devoted all of their resources to war. An example would be Germany in WWII. They as a country put all efforts towards the war, though in the end, lost. Countries like U.S.A. and the U.S.S.R. put forth alot of their resources towards the war but not nearly all.
The Black Market would have been used to purchase anything that would have been either rationed or just saved in a World War Two. Black Markets were of course illegal but they were common in many British cities. The government did very little to clamp down on them which is unsurprising as they did have a war to win!
