A limited war used in the context of the cold war meant LIMITED to conventional weapons only. To do otherwise meant total war, verses limited war. Total war would include the use of nuclear weapons. Such as WW2 (the atomic bombings of Hiroshima and Nagasaki). The Korean War (1950-1953) and the Vietnam War (1961-1975) were the first and only limited wars fought during the cold war. They would either back down, as during the Cuban Missile Crisis; or fight a limited war (Limited to conventional weapons) such as the Korean War and the Vietnam War.

There were no human rights during the Civil War, as the concept only came about after the Second World War. However, the founding fathers of the US were quite keen on freedoms and "civil" rights, which are strictly speaking different to human rights.

During WW2 very little. There where atrocities commited by all sides during the war. After the war people came to their senses and human rights, crimes against humanity, The UN where all created and are still with us today
