The Baltic states are the three countries east of the Baltic sea: Estonia, Latvia, and Lithuania. These three countries gained their indepedence from Russia in the aftermath of WWI.

As far as I'm aware, there were only four- Estonia, Latvia, Lithuania, and Finland. Unless you're also counting Russia (shortly thereafter the Soviet Union)?

Russia's entire northern coastline is on the Arctic Ocean. Russia's eastern coastline is on the Pacific ocean mostly comprising the Bering Sea, the Sea of Okhotsk and the Sea of Japan.
