It's the Zimmermann Telegraph. Basically, Germany was like, "Mexico, help us and we will give you your land that America took from you." Britain deciphered the telegram and then sent it along public lines to America. This way Germany would think that someone betrayed Germany. America received the telegram.

What is the Zimmerman's Note?

A secret telegram sent from the German government to the Mexican government suggesting that Mexico attack the U.S. and recover their territory previously lost to the U.S., with the intention that such a war would prevent the U.S. from joining the war in Europe. The telegram was intercepted by the British via a tap on the transatlantic cable and broke the cypher. They passed a copy of the decrypted telegram to the U.S. government, which was one of the reasons that the U.S. entered the war in Europe against Germany.
