Monarchy Britain had and still has a democratically-elected parliament with a constitutionally-limited monarchy. The king or queen is essentially a figurehead with no real power. When Britain went to war in September 1939, Neville Chamberlain was the Prime Minister at the head of an overwhelingly Conservative government (though nominally it was a coalition). On the fall of Chamberlain in May 1940, Winston Churchill formed a genuine coalition with Labour and Liberals - a truly national coalition.
