Lincoln's reconstruction plan was called the Ten Percent Plan. Ten percent of the voters had to take an oath of allegiance to the Union and promise to abide by the emancipation in order to be regcognized for reinstallment in the Union. The next step would be to set up a state government and write a constitution outlawing slavery forever. Then Lincoln would officially recognize the state as part of the Union.

When US President Lincoln was reelected in 1864, he believed he would serve as president until the end of his second term, ending in 1868. No doubt his chief goal would have been the reconstruction of the states that had formed the Confederacy. It is believed by many that Lincoln's ideas of a "fair" return of the rebellious states would prevail over radicals on each side of the previous war. He premature death by assassination in April of 1865, placed reconstruction in the hands of opposing groups in the US. The new US president Andrew Johnson, a war Democrat and the Republican Congress came to odds with each other. Perhaps the most telling statement concerning reconstruction was made by former Confederate general Robert E. Lee. He wrote that in Lincoln's death, the South lost his greatest friend. This statement by Lee was thoughtful and accurate.
