Never. He was next in line to be Emperor. This is called being the "heir to the throne". His uncle was Franz Joseph, Emperor of Austria-Hungary since 1848. If Franz Ferdinand had lived two more years he would have become Emperor when old Franz Joseph finally died in 1916, after being Emperor for sixty-eight years.

Franz Ferdinand had been heir to the throne since 1891, when his cousin, the Emperor's son, committed suicide with his lover, because the old Emperor would not let them get married. The position was first offered to his father, the Emperor's brother, who turned it down.
