Arguably, Germany began recruitment for the Great War immdiately following the Second Morrocan Crisis, in 1911. Although unity amonst the Triple Entente forced a German compromise, French determination to extend African influence lead to German ambitions of a similar aim. Britain stood firmly with France on this issue, and it was seen for the first time that a scope for Imperial concerns to cause a war in Europe. Britain & France originally had no intention of military intervention, but this came around due to the German aggression by dispatching a cruiser, the Panther, down to the Morrocan capital.

With the increased resolve amongst the Allies, Germany bought in several key pieces of legislation:

  • German Army law 1913 - expansion of services in Germany via conscription
  • German Naval Laws 1912-13 - increased funding for the navy for a Naval Race against Britain
