Some people have regarded it as important ever since it first became known. However, for a long time it was widely seen as the worst of a whole series of Nazi atrocities. Obviously, this is very much a 'broad sweep' answer and in some countries and among some groups of people the situation was or is different. Widespread and conscious 'memorialization' of the Holocaust seems to date from the 1990s.
Incidentally, I would share the view that to some extent memorialization has been fuelled by denialism.
