The Cold War wasn't like...oh, World War II, where there was a specific time everyone stopped shooting at each other and soldiers' mothers, wives & girlfriends danced in the streets. After the Warsaw Pact broke up and the Soviet Union dissolved, everyone kinda lost interest in there being a Cold War and we all said, "well, it's over." Very anticlimactic.
