Germany
Russia was the European power with the largest army at the outbreak of World War 1. Boasting an army of twelve million. It had a million more than Germany, who came in second.
In 1914, the largest military buildups were observed in Germany, Russia, and France. Germany expanded its army and navy significantly, aiming to assert its power in Europe. Russia mobilized its vast forces in response to tensions with Austria-Hungary, while France focused on strengthening its military in anticipation of potential conflict with Germany. This arms race contributed to the outbreak of World War I later that year.
The arms race created two rival power blocks after the England developed the Dreadnoughts. This is what lead up to the outbreak of World War I and Britain joining forces with France and Russia.
European nations supported militarism in the late 19th and early 20th centuries due to a combination of nationalism, competition for global power, and a belief in the necessity of military strength for national security. The arms race and alliances formed during this period heightened tensions, as countries sought to demonstrate their strength and deter potential threats. Militarism also became intertwined with national identity, leading to public support for military expansion and preparedness. This atmosphere ultimately contributed to the outbreak of World War I.
Militarism heightened tensions in European nations by fostering an arms race, where countries expanded their military capabilities to outmatch one another. This competitive buildup created an environment of suspicion and fear, as nations perceived their neighbors as potential threats. Additionally, the glorification of military power and the belief in its necessity for national greatness encouraged aggressive foreign policies, further straining diplomatic relations. Ultimately, this militaristic mindset contributed to the outbreak of conflicts, including World War I.
Great, or powerful, countries have great, or powerful, armies in order to keep their power. Military power is usually used to exercise one's power in either defensive and/or offensive terms. However, economic power also ties into being a powerful country. For example, the US has the world's most powerful army and the world's largest economy, and is the reason why the US is the world's most powerful country as a whole. However, although North Korea has the world's largest army, its economy is terrible, and this is one reason why North Korea is not such a powerful or influential country in the world.

Germany has the largest economy in Europe, however it is not a world power. The US is currently the only world power and will remain so for some time. The European Union is labeled as a potential world power, in which contains Germany and 26 other European nations, however, is not a country. Germany is labeled as a Regional Great Power, meaning in its region (as well as all of Europe) it is very powerful, however, not truly to a world extent. However, I do not agree with this as Germany has the fourth largest economy in the world and is very powerful economic wise. However, Germany does not have that large of an army, although they too are quite powerful. France has the second largest economy in Europe, however, it too is not a world power. It too is also listed as a Regional Great Power, but being less powerful and influential than Germany. The UK has the third largest economy in Europe, although it also is not a world power. However, it is the only country in Europe (not including the EU) to be considered a Global Great Power, and is currently listed as the third powerful country in the world. This isn't mainly due to its economy size but more to its military power and influence upon the world due to its past empire.

The European Union is considered a world-power by some. It is a large organization that covers much of Europe and involves a wide-scale population and has the largest economy in the world. It is crucial to the global economy and to Europe.
The Congress of Vienna settlement, despite later changes, formed the framework for European international politics until the outbreak of the First World War in 1914
