Woodrow Wilson believed that the people of other countries had a right to choose their own governments. This was unlike his predecessors who believed that the U.S should try ti spread Christian democracy throughout the world.
He came up with the idea of 'The League of Nations' at the end of WWI.
Also he was a very religious man and may have overvalued his own role in world history i.e. thinking himself to be a 'messiah'
He was more beloved in Europe than in the U.S.

It is important for a state to have foreign policy because it is the tradition in IR that all states should have foreign policy. Also, it is important for a state to have foreign policy because to help direct state's development through economic, social and political interest of the state.
