The Deputy Assistant Chief of Staff G-2. Between 1941 and 1944 three different officers held the post, contributing to its chaotic performance. As the Army's World War II deputy chief of staff, Lt. Gen. Joseph McNarney, stated the Army G-2 "was always a headache for the War Department and was reorganized continuously and unsuccessfully throughout the war." Although the intelligence end product was superb, the machinery that produced it was beset by disorder. When General George C. Marshall took over as Chief of Staff of the US Army on September 3,1939, the Military Intelligence Division was commanded by a colonel, and consisted of 20 officers, three enlisted men, and 46 civilians. Brigadier General Sherman Miles took over in 1940, and MID expanded rapidly. Though much of the failure of intelligence contributing to Pearl Harbor was directly attributable to Miles, the public scapegoat was Lieutenant General Walter Short, the commander in the Hawaiian Department. Miles was however relieved of his duties with MID in the spring of 1942 and replaced by Maj. Gen. George V Strong, who was the incumbent to February 1944, then Maj. Gen Clayton Bissell February 1944 through the end of the war.
