This is a matter of opinion. In my view, the leading contenders are: to be commander in chief of the military; and, to promote the general welfare.
I don't think they appointed a supreme commander. Robert E. Lee was in charge of the army in the East and was undoubtedly their leading general. Jefferson Davis was the president - I do not know if he was commander-in-chief of military forces like the US president.

I think you mean "commander in chief"-- this is another expression that describes the President of the United States. The president is the commander in chief of the U.S. military. This means he makes the decision when to go to war, and the leading generals of all the armed forces (Army, Navy, Marines, etc) report to the president.
