Traditionally, in France, Britain and some other countries, the 'Bad Guy' of World War 1 was Kaiser Wilhelm (William) II of Germany. One of David Lloyd George's promises in the British election campaign of 1918 was that he'd 'hang the Kaiser'. The Kaiser fled to the Netherlands, which granted him political asylum. The beginning of the war was much too complex to assign blame to one nation.

Serbia provided safe haven for the killers who murdered the Archduke of Austria.

Austria-Hungary made a small incursion into Serbia.

Serbia declared war and requested help from Russia, which immediately mobilized against Austria-Hungary. Austria-Hungary then called for support from Germany, which was set to enter the war in that Russian troops had already crossed their border.

Germany mobilized to help Austria-Hungary and defend herself from Russia. The key mistake of the first days of the war was that Germany's war plans assumed that France would be the aggressor, so Germany mobilized against France, also. And Germany moved through France's ally, Belgium, giving Great Britain an excuse to join the war.
