Churchill had not yet become prime minister when the declaration was made. Neville Chamberlain, whose desperate diplomacy with Germany had failed, announced the declaration on September 3, 1939.

The UK had a defense treaty with Poland, and when Hitler's forces invaded on September 1, 1939 (part of a deal made with the Soviets), the UK was obligated to oppose Germany, but lacked any military way to do so. Following a withdrawal ultimatum that had no effect, Chamberlain had no choice but to declare war.

Chamberlain was replaced by Churchill on May 10, 1940, and it was Churchill who declared war on Japan, following attacks in Asia on December 8, 1941.
