1. Europe was under-going a naval arms race, the primary competitors were England, France, Russia, Italy, and Germany. All primary navies of the world had just recently switched from WOODEN warships to STEEL battleships in the 1880's; the US began with their "all steel navy" in about 1883. 2. Britain's leadership, Germany's leadership, and Nicholas of Russia were all related by blood (cousins). Of all the competitors listed in paragraph number (1), only Britain, Germany, and Russia were the real threats in the naval arms race. 3. Germany's Kaiser "goaded" his cousin "Nicky" (as he called him) into going to war with Japan. If Japan won, Russia would be eliminated as a competitor in Europe's naval arms race; and Germany had it's eye's set on challenging the world's traditional sea power-the British Empire! If Russia won, well...nothing was lost; at least the Kaiser would see how naval battles were fought (lessons learned) and he would simply be back where he started. 4. The goading process: Russia was expanding eastward; Russia had just completed building the Trans-Siberian Railroad; and Russia badly needed a year round (ice-free) seaport (for their battleships). 5. Tsar Nicholas wasn't very fond of the Japanese to begin with; he was a target of an assassination attempt during a visit there some years earlier, and sustained a sword wound during the attack.

Russia had constructed a railroad crossing the Eurasian continent; again, just as the US had done with the North American continental railroad in the 1860's. Third, Russia was urgently in need of a "ice-free" seaport, and the pacific coast line offered Port Arthur, near present day Korea; which was the scene of bitter battles during the Russo-Japanese War of 1904-1905. You might consider that there may not have been a WWII had the US stayed neutral in the first one- all parties involved in the first world war were exhausted and nearly at breaking point by the time the US joined.

Actually the war began in 1904 with a surprise attack on the Russian, because Russian ambitions conflicted with Japan's own territorial ambitions on the Chinese and Asian mainland.
