Sparta captred it's niegboring city-staes and enslaved the people. They called their slaves helots and they fear that the helots would rebel and so they trained boys for the military in case the helots did rebel.
Sparta needed many natural resources, but the biggest need was men. The Spartans were a warrior cult who killed the babies they deemed unfit to live. This shrunk their numbers making it difficult to maintain their army.
The Spartans were stronger, but Athens had a better trained army... I think. The Spartans were the "Navy Seals" of the Greek states. Roughest and toughest soldiers by far. But Athens was the best naval power of Greece.
