In the 1930's Japan was pre-occupied fighting China on their mainland. In September 1939 Germany over-ran Poland, which in turn caused Great Britain and France to declare war on Germany. By the time of Pearl Harbor in 1941, Britain, France, and Russia had been at war with Germany for two years. France had fallen, and Britain & Russia were getting close to it. Winston Churchill had been trying to get President Franklin Roosevelt to enter the war. But without a cause (being attacked; the US couldn't enter the war-*NOTE: It took the sinking of the Lusitania in 1915, and a resumption of un-restrictive submarine warfare in 1916, to declare war on Germany in 1917, thus entering World War I, which ended a year later in 1918) the United States could only supply war material (the lend lease act-Arsenal of democracy). The US, and other nations, have TOP secret war plans that only the President of the United States and his five star (Top) Generals & Admirals know about. During WWII, the US top warplan for Japan was "warplan Orange", war with Germany was war plan "black". We had war plans for Canada and Mexico too. National Security means protection from what "if's". The US Navy had been training to fight warplan Orange for YEARS. When Pearl Harbor was hit, US Navy planners rushed to put it into operation. Admiral Ernest King, the highest ranking Naval officer with a direct link to Roosevelt, pushed the "Orange" plan against the decision of Germany first. However, with Winston Churchill's adamant lobbying for Britains defense, Roosevelt and his staff agreed, the collapse of Great Britain & Russia outweighed "War Plan Orange", thus Germany had to be defeated first.

Germany did not want to go to war they were forced to go to war by war monger president FDR along with bullying countries such as Britain. Hitler wanted peace but the bankers wanted war and bloodshed for profit.
