War is a very costly activity for a nation. Not only do the arms and ammunition cost money, but since significant part of the most active population (young men) are busy fighting, they can not do something more useful. War also destroys resources (human casualties, especially civilians in modern warfare, destroyed buildings, factories etc.), so recovery after war is not easy. In the old times, the direct costs of warfare could be compensated by allowing the soldiers (mercenaries) to plunder the defeated towns, but in the modern times soldiers require payment, they are not content (neither allowed) with stealing TV sets from the houses of the conquered villages. Prolonged war can seriously affect involved nations, e.g. 30-years war in 17th century Europe has caused so much casualties and destroyed resources, that it took decades for the whole European economy to reach its pre-war level. Similarly, the war in Bosnia and Herzegovina in 90-ies has caused many deaths and a massive outflow of refugees, who did not return to the country after the war, so there is shortage of the most productive part of society, thus economic recovery is slow.
