It was a promise made in 1916 between Germany and the United States, before the US entered the war, allowing armed merchant ships, but not passenger ships, to be torpeoded without warning. However it was rescinded in 1917
it was when Canada wanted to get freebies on the usa but usa made an agreement called the SuxToSex pledge . Canada broke it because they wanted unlimited under, but the usa would only allow them overs.
Because it helped pledge to the ships and water warfare.

The Sussex pledge was wrote to mean that Germans could not invade foreign ships with that countrys citizens aboard. Hitler did exactly that because the ship held Jews. So to kill them he sank their ship.
The Sussex pledge was an agreement between the U.S and Germany. Germany agreed not to sink merchant vessels without warning or without assuring the passengers safety.
