To move a layer in GIMP, first select the layer you want to move in the Layers panel. Then, choose the Move Tool from the toolbox or press the "M" key. Click and drag the selected layer to the desired position on the canvas. Alternatively, you can use the arrow keys for more precise adjustments.

The center layer if you are talking about GIMP is the original layer and you delete the original layer and keep the background copy and it will add the layer. If you have any more ?'s about GIMP message me and I will help you.
I assume you mean after pasting an image into gimp. Right-click on the layer in the layer box, and click "new layer" that will put the image on it's own layer. Odd wording, I know.
To superimpose pictures in GIMP, open both images in separate layers, adjust the opacity of the top layer to see both images, and use the Move Tool to position and align them as desired.
