It's mold. You can clean it with bleach.
One of the greenest ways to get rid of black mold is by using white vinegar. It reportedly kills 82% of mold. Simply pour white vinegar into a spray bottle and spray on moldy area. http://www.care2.com/greenliving/three-ways-to-kill-mold-naturally.html
Any standing water can get areas that mold grows, along with bacteria. If not used for drinking, you could add a CAP (using the lid) of bleach for every 10 gallons. The bleach will help prevent organisms from growing. You should also empty the tank every few months and scrub it with dish detergent and water. Cleaning mold with bleach does not kill mold; it only turns green or black mold to a bleached white color but the mold remains unless it is scrubbed out.
